Autscape is an organisation which runs an annual conference (always so far, in England, UK, though their Board has had some members from other European countries) run entirely by autistic people for autistic people, their families and friends.
The editor of Asperger United writes in his latest editorial (see attached copy of Asperger United) as follows:
"This year's theme at Autscape was identity, so this is an appropriate moment to point out that less than 3% of people actually are neurotypical - most have some sort of neurological difference, but seldom quite as many as come together in autism.
I have seen a rise in groups not for autism but for the neurodivergent, which in principle is everyone who isn't neurotypical, so that could be 97% of the population."
This is an even higher figure than the 95% the late Dave Morris (Senior Disability Adviser to the Mayor of London) used to give of people who prefer something other than black type on a white background (and who are neurodivergent in that sense (using the social or affirmative models of disability). The universal design default should be about 75% dark grey type on a light grey background.
Separate to this, it is worth adding that it remains practically impossible for many brain injury survivors and others to get any, let alone the comprehensive habilitation and rehabilitation promised under Article 26 of the UN Disability Convention. And it would be necessary to increase the number of professionals in this and every other area to the highest levels in comparable societies per capita (generally Italy has the most) to have any hope of achieving this and for law firms to be prepared to bring test cases.
Neurodivergence (or neurodiversity or neuroatypicality (in regards to "norms) must include, as per the Majority Report below, acquired neurodiversity (through the permanent effects of a brain injury), temporary neurodiversity (someone who has not yet fully recovered, but eventually does so), degenerative neurodiversity (e.g. through MS and age- related cognitive impairment (which may develop into dementia), mental health based neurodiversity (e.g. experiencing overload due to hearing voices and/or paranoia).
These demands have long been put through the BSI.

This was easier to do from the Greater London Action on Disability (GLAD) email account. Which I run as Chair. The last document is as far as we've got until now and constitutes the majority report. The ND, Equality and Human Rights Report .pdf is unanimous, but did not go far enough, which is why I forced out a vote on a much more radical document. Which I won 8:6.
The latest version of the Disabled People's Charter is the first document. An earlier version of the Majority report is the third last document.
I would only like to see hard copies of the Disabled People's Charter distributed. The rest can go on your email lists as background information. It should be emphasised that it is a living and working document. All comments would be most welcome.
The Neurodiversity and Autism Action Group was the first attempt in world history in any country by an official human rights body to tackle the needs and aspirations of neurodiverse (including autistic people) across all sectors of society.

These are draft minutes. They are confidential. I am also attaching the latest version of the Majority Report. I say latest because, though the Codicil is valid, there may need to be some corrections because of any unintended inaccuracies.
As will be clear, the report will have to be read in conjunction with Jo Todd's report. In the final version those who have dissented from the report will be noted. They were all people with a pecuniary interest in status quo structures.

Here is my proposed confidential edited version, and the non-confidential one. This is so that both most nds and most nts will understand it and it can go to the likes of the Commission on Equality and Human Rights (CEHR).
I'm also attaching a partial corrigenda of the DRC's March Neurodiversity Conference. This file is "Final Report 1".
The corrigenda in the Disabled Peoples' Charter for Essential Needs to be Fully Met [3] are also included. This also necessitates correcting the Majority Report of the DRC Neurodiversity & Autism Action Group (passed by 8 votes to 6), which is the last attachment. All those who voted against have a financial interest in supplying services to the Neurodiverse (including autistic) communities, and therefore may not have been happy about challenging their paymasters' status quo on structures.
This should be read in conjunction with the less radical ND, Equality and Human Rights Complete.pdf which is the unanimously agreed report of this group (with my reservation that agreed sections which I supplied, notably on the Individually Controlled Environment (ICE), unanimously agreed by RADAR's New Spirit Coalition (NSC), covering all types of disability, were not included solely due to technical problems experienced by the unanimous report's editor, Jo Todd. It is OK as far as it goes. But the majority report gives it teeth.

I 100% agree with the last sentence. N o formal qualifications are necessary for this work - *nobody* is better qualified to do this work than an autistic person who can use a computer - with some extra training re the law and re assistive communication. It is work I have begun doing myself, and my qualification is just my willingness and my knowhow. I will prepare 'training material' on the law and other stuff, and urge everyone to share anything they see as relevant, distribute it and then maybe we can have a workshop to pool further knowledge. We could issue Autreach IT certificates.
I will also try to digest the information from Adrian and dig out key points for us to add to other authoritative back-up for our campaigning
(such as the Independent Living Bill, soon to become law, as well as the MCA, already law). Thanks for that
